Yaxley is a Death Eater who was not sent to Azkaban after the First War (HBP2). He has blunt features and a brutish face (DH1).
When Lord Voldemort elected Malfoy Manor in the summer of 1997, Yaxley went there to report that he had cast the Imperius Curse on Pius Thicknesse, which would make the way for the Dark Lord's takeover of the Ministry of Magic. He also annouced that Dawlish had let slip that a large party of Aurors would transport Harry Potter out of number four, Privet Drive on July 30. Severus Snape stated that this was not true, and gave Voldemort the true date of Potter's rescuing (DH1).
After the Fall of the Ministry, Yaxley replaced Thicknesse as Head of the Department of Magical Law Enforcement (DH12).
