The wizarding community has laws and regulations, seperate from those of the Muggle legal system, that Muggles do not know about. The British Ministry of Magic is responsible for passing laws that apply to wizards under its jurisdiction. It is not, however, the only lawmaking body mentioned in canon: the International Confederation of Warlocks makes laws that regard universal concerns of wizardkind, such as the Statute of Secrecy.

It is worth noting that, similar to its Muggle counterparts, the Ministry's lawmaking duties are affected by corruption and the influence of well-connected wizards, such as Lucius Malfoy (OP9).
