History
First War
During Voldemort's rise to power, Dumbledore formed a group of wizards who wished to fight against him and the Dark Arts and dubbed themsleves as the Order of the Phoenix, often shortened to theOrder. One of Dumbledore's points in making this party was including members from a wide variety of folk: from wizards, to half-giants, werewolves and Squibs, in contrast with the old pure-blood's beliefs.
According to Remus Lupin, during the First War, the Order were outnumbered twenty to one (OP9).
Interwar Period
After Voldemort's downfall, the Order got separated.
Second War
During the Second War, Sirius Black offered No. 12, Grimmauld Place to sereve as Headquarters for the Order. There are probably more than twnty wizards in it. Mainly, the Order, whilst Voldemort was kept in the dark, "were following Death Eaters and keeping tabs on them," while others, like Charlie Weasley, try to recruit more members and they stand in guard over something as well (OP4). After the prophecy accidentally smashed, however, the guarding of the Department of Mysteries stopped.
Dumbledore's Army was, in a way, some sort of small Order of the Phoenix version.
Original Order members
The canon information regarding the original members of the Order comes mostly from an old picture shown to Harry Potter by Alastor "Mad-Eye" Moody (OP9).
The wizards and witches portrayed in it are:
- Alastor "Mad-Eye" Moody (deceased);
- Sirius Black (deceased);
- James Potter (deceased);
- Remus Lupin (deceased);
- Peter Pettigrew (traitor);
- Lily Potter (possibly still using her maiden name 'Evans' at the time of the photo) (deceased);
- Frank and Alice Longbottom (at St. Mungo's);
- Albus Dumbledore (deceased) and his brother Aberforth;
- Minerva McGonagall;
- Rubeus Hagrid;
- Gideon Prewett (deceased);

- Emmeline Vance (deceased);
- Elphias Doge;
- Edgar Bones (deceased);

- Dorcas Meadowes (deceased).
In adition to the members above, Severus Snape is also considered as a part of the original Order, even though the time of his becoming a double agent is unknown. He is also deceased.
When Dumbledore orders Sirius to warn "the old crowd" of Voldemort's return (GF36), he mentions also:
Gideon Prewett's brother Fabian was possibly in the Order as well, but that was not openly stated in canon.
Second War Order members
At the time of the Second War—that is, after Voldemort's rebirth (GF32)— several new members have joined the Order. We do not know when or how they were recruited.
