Rufus Scrimgeour replaced Cornelius Fudge as Minister for Magic in July 1996. He was previously head of the Auror Office.

Characteristics
Scrimgeour bears a distinct resemblance to an old lion (HBP1). He has a tawny mane of hair streaked with grey and yellowish eyes behind wire-rimed spectacles. He has several battle scars. He walks with a "rangy, loping grace" even though he limps slightly.
Albus Dumbledore called Scrimgeour "a man of action" who would not underestimate Lord Voldemort (HBP4). Scrimgeour appears far more competent than his predecessor. The fact that he started to interrogate Aurors who were secret members of the Order of the Phoenix shows that he is not easily hoodwinked (OP7).
Scrimgeour has typical features of a politician. He places appearances over truth and tries to boost the reputation of the Ministry of Magic by debatable means, such as arresting people just to show the Ministry makes progress or associating with famous wizards (e.g. Harry Potter).
Career
Head of Auror Office
Scrimgeour is first mentioned in canon as head of the Auror Office. He asked Aurors Nymphadora Tonks and Kingsley Shacklebolt strange questions (OP7).
Minister for Magic
Scrimgeour quickly replaced Fudge as Minister for Magic after the Battle of the Department of Mysteries, when the return of Lord Voldemort could no longer be denied. He visited the Muggle Prime Minister with Fudge to inform him of Voldemort's return (HBP1). He quickly got into an argument with Dumbledore, who denied Scrimgeour contact with Harry Potter (HBP17). The Daily Prophet reported the argument, but not the cause (HBP2).

- Rufus Scrimgeour might be related to Brutus Scrimgeour
- On August 16, 2004, Rowling released the description of Rufus Scrimgeour that can now be found in the first chapter of Harry Potter and the Half-Blood Prince on her website without revealing who was described. The quote caused a lot of speculation in the fandom.
