Regulus Arcturus Black was the younger brother of Sirius Black. He was a Death Eater, and died trying to destroy Slytherin's Locket, one of Voldemort's Horcruxes.
Regulus was born in 1961, the younger of two sons. He was by far his parents' favorite, largely (if not entirely) because he shared their prejudices and was a Slytherin (HBP4). During his Hogwarts years, he was a Seeker, and somewhat obsessed with the Dark Lord; he collected several newspaper clippings about Voldemort's latest actions (DH10).
As a Death Eater
At some point he became a Death Eater; his parents thought Regulus was a "right little hero for joining up at first" (OP6). When Voldemort requested an elf to do him a service—drink the potion in the Cave so that the locket could be hidden—Regulus lent him Kreacher. The house-elf nearly drowned in the Inferi-infested waters of the Cave, until Regulus beckoned him to return. The Dark Lord's attempt to kill Kreacher was one of the reasons that Regulus decided that he wouldn't work for Voldemort anymore (BLC).
As the Dark Lord often made references to the Horcruxes without really naming them, Regulus eventually realized exactly what measures his Master had taken to prevent himself from dying (BLC). Some time later, Regulus asked Kreacher to accompany him to the Cave and to destroy the Horcrux. Regulus drowned in the water after drinking the potion (DH10).
