The Minister for Magic is the head of the Ministry of Magic. The election method of the British Minister is not clear; Albus Dumbledore was offered the position repeatedly, and declined to take it (PS4).
The Minister during the First War was Millicent Bagnold (OP5). Cornelius Fudge replaced her, and served as Minister for Magic until the summer of 1996.
Fudge was scared of having his position threatened and refused to accept the possibility that Lord Voldemort had returned in 1994 (GF36). He used his influence to keep the Daily Prophet from reporting facts related to the Dark Lord's latest actions, which made Voldemort's ascension significantly easier (OP5). Fudge was forced to accept the truth after Voldemort was seen in the Ministry itself (OP36).
After several people were injured and a new terror regime began, the British wizarding population started claiming for Fudge's immediate resignation. Voldemort himself ordered Cornelius to step down, or a mass Muggle killing would occur; Fudge did not comply, and the Dark Lord made the Brockdale Bridge collapse. Rufus Scrimgeour replaced Fudge soon afterwards (HBP1).
