Inter-departmental Memos

Inter-departmental memos are violet paper aeroplanes used for communication between different floors of the Ministry of Magic building. The memos have Ministry of Magic stamped on the edge of their wings; they fly on their own accord. The Ministry lift transports the paper aeroplanes from one floor to another; they tend to flutter around the lamp hanging from the ceiling.

The Ministry decided to use paper aeroplanes for this function because owls made too much of a mess—according to Arthur Weasley there were owl droppings all around the building back then (OP7).
