Improper Use of Magic Office

The Improper Use of Magic Office is located on level two of the Ministry of Magic building. It is subordinate to the Department of Magical Law Enforcement, and regulates the violations of both the Decree for the Reasonable Restriction of Underage Sorcery and the International Confederation of Wizards' Statute of Secrecy. The former restricts an under-age wizard from performing magic, while the latter bans a wizard from performing magic in the presence of Muggles (OP7).

Harry Potter received owls from the Improper Use of Magic Office on two occasions. On July 31, 1992, he got a warning because Dobby had performed a Hover Charm on Petunia's Pudding (CS2). On August 2, 1995, he was summoned to a hearing for casting the Patronus Charm in the presence of a Muggle (OP1).

Mafalda Hopkirk works as an assistant in the Improper Use of Magic Office (DH12). She was the author of both letters sent to Harry (CS2, OP1). Hermione Granger impersonated her when the Trio broke into the Ministry to steal Slytherin's locket from Dolores Umbridge, on September 2, 1997 (DH12).
