Argus Filch is the grouchy caretaker of Hogwarts, and the biggest threat to troublemakers like the Fred and George Weasley and the Marauders. He also has an extreme hatred towards Peeves, which he has no control over (PS9). He was overjoyed during the brief period for which Dolores Umbridge acted as High Inquisitor; her tough policy on mischief contrasted with Albus Dumbledore's leniency.
He is a Squib, and therefore unable to do magic. Filch is very fond of his part-Kneazle cat, Mrs. Norris; he was devastated when the Basilisk Petrified her (CS10).
According to McGonagall, Filch had been complaining about Peeves for twenty-five years by May, 1998 (DH30); this may indicate that he joined the Hogwarts staff around 1973.
