The Evans family is a Muggle family. They lived in an area of England near Spinner's End, though they were affluent enough to not live in Spinner's End itself (DH33). The wizarding gene seems to have been latent in the family's blood (BLC); Lily Evans, the Evanses' younger daughter, was a powerful Muggle-born witch (PS4).
