Dwarfs are magical creatures. They seem rather uncivil and rough. They are capable of human speech (CS13). It is probable that they are considered beings rather than beasts, but this has not been confirmed.

Gilderoy Lockhart hires a dozen dwarfs dressed as cupids for Valentine's Day in 1993. They deliver valentines to students and teachers all day. A rather grumpy, violent dwarf delivers a particularly embarrassing valentine from Ginny to Harry (CS13).

Some "raucous dwarfs" visit the Leaky Cauldron when Harry stays there during his summer holidays in 1993 (PA4).
