The Department of Magical Transportation, also known as the Department of Magical Transport (DH1), is responsible for regulating and supervising all means of magical transportation, such as Apparition, the Floo Network, brooms, and Portkeys. It can charge fines from witches and wizards who transgress the rules regarding these means, for example by Apparating without a licence (GF6). It is located on level six of the Ministry of Magic building.
The department is divided into the Apparation Test Centre, the Broom Regulatory Control, the Floo Network Authority, the Floo Regulation Panel and the Portkey Office (GF4, OP7).
Quidditch World Cup
The Quidditch World Cup of 1994 is organized by the Department of Magical Games and Sports and the Department of International Magical Cooperation, but since safe and secret magical transportation of about a hundred thousand of witches and wizards from all over the world is one of the biggest problems surrounding the event, we can assume that the Department of Magical Transportation is also involved.
The arrival of the audience at the moor where the final match takes place is staggered. Those with cheap tickets have to arrive up to two weeks before the game. A small number of wizards is allowed to use Muggle transport. For those who can Apparate, the Ministry prepares a wood near the stadium as a safe Apparition point. Finally, two hundred Portkeys to the moor are located at strategic points all over Britain (GF6).
Death Eater infiltration
During the Second War, Death Eaters infiltrate the Ministry. By the summer of 1997, they have several spies in the Department of Magical Transportation, which allows them to track Apparitions and Floo travels (DH1). Additionally, they put an Imperius Curse on Pius Thicknesse, Head of the Department of Magical Law Enforcement. Under the curse, Thicknesse outlaws the use of Portkeys, Apparition or Floo travel from number four, Privet Drive. The Order of the Phoenix is therefore forced to move Harry Potter on brooms from Privet Drive to The Burrow. The Death Eaters exploit that weakness and attack them in the air in the Battle of the Seven Potters (DH4).
