Damocles is Marcus Belby's uncle; his last name is in all likelihood Belby, for Marcus mentioned to Slughorn that he and Mr. Belby do not get along well. This earns Marcus Slughorn's contempt, and loses him the Slug Club spot Horace had been willing to save for him.
Damocles invented the Wolfsbane Potion. He was a student of Slughorn's—the teacher said he was an outstanding wizard—and probably a member of the Slug Club while at Hogwarts (HBP7).
If Damocles' last name really is Belby, it is possible that he is a descendant of Flavius Belby, an 18th century wizard famous for surviving a Lethifold attack by using the Patronus Charm (FW, FBAZ).
