Cousin Barny is the identity Harry Potter takes on at the wedding of Bill and Fleur Weasley on August 1, 1997, in the hopes of avoiding unwanted attention. Barny is actually a redheaded Muggle boy who lives in Ottery St. Catchpole, from whom Fred and George Weasley Summon hair to use in the large dose of Polyjuice Potion that Harry drinks. The Weasley family then pretends that Harry is a distant cousin; everyone accepts his identity except for Luna, who recognises Harry regardless of the disguise (DH8).
Ron says he is Barny Weasley when the Trio is captured by Snatchers in March after Harry activates the Taboo placed on Voldemort's name by speaking the name aloud (DH23).
