Professor Tofty is one of the old wizards who take part in the Wizarding Examinations Authority. He is the oldest and baldest of his peers, and wears a pince-nez.

Charms OWL
Tofty was the wizard who tested Harry Potter in his Charms OWL. Harry's fame intrigued him somewhat, but he tried to calm Harry down, and to reassure him that there was no need to be nervous. Harry did fairly well, even though he mixed up the incantations for the Colour Change and Growth Charms.
Defence OWL
Tofty probably examined Harry in the Herbology exam—in which Harry had a small bite from a Fanged Geranium—but there is no proof of this. He was, however, the teacher examining Harry when it was time for the boy's Defence Against the Dark Arts OWL. Umbridge watched the examination as well, standing near the doors that led to the Entrance Hall.
Tofty was enthusiastic about Harry's Defence skills. He exclaimed, "Bravo!" when Harry did a flawless Boggart banishing spell. After Harry was done with the standard examination, the professor mentioned having heard from Tiberius Ogden that Harry was able to produce a Patronus. He requested that Harry did so, for a bonus point, and the boy complied. Upon seeing the silver stag, Tofty clapped.
Astronomy OWL
The Astronomy OWL took place in the Astronomy Tower at eleven o'clock PM. Griselda Marchbanks was present—it was she who ordered the students to begin their exams—as was Professor Tofty. Both teachers walked around the room, surveying the students as they filled their star-charts.
After Harry finished placing Orion on his chart, the door of the castle below opened. Six shadows (Umbridge, Dawlish and four other wizards, possibly Aurors) made their way to Hagrid's hut. Harry watched them uneasily. Marchbanks' gaze made him return to his work twice, but noise from the cabin alarmed him, as it did several other students; they started staring at the hut below. Tofty noted that there were only twenty minutes left, and recommended that the teenagers should concentrate.
Minutes later, Hagrid left his cabin, fighting the six wizards, who were trying to Stun him. Hermione yelled, "No!" and Tofty was scandalised that she should behave this way in an examination. Parvati pointed out to her classmates that McGonagall was about to join the confrontation; Tofty pointed out that there were only sixteen minutes to go, but no one paid attention.
Four Stunners hit McGonagall on the chest, and even Tofty was outraged. Everyone continued to watch as the scene below unfolded. When Hagrid finally managed to escape from the grounds, Tofty weakly stated that there were five minutes to go.
History of Magic OWL
Like most other OWLs, Harry's last one—History of Magic—took place in the Great Hall. Professor Marchbanks gave students the order to begin their exams, but Tofty was also there.
A while into the examination, Harry fell asleep, or lost consciousness; he had a vision of Lord Voldemort torturing Sirius Black in the Hall of Prophecy (OP31). Tofty worriedly helped him up and out to the Entrance Hall. He comforted Harry, and said, "Now, a cooling drink of water, and perhaps you will be ready to return to the Great Hall? The examination is nearly over, but you may be able to round off your last answer nicely?" When Harry refused to return, Tofty suggested that he go lie down for a while, and reentered the Great Hall (OP32).
