Piers Polkiss is the best friend of Dudley Dursley. On Dudley's eleventh birthday, he goes with the Dursleys and Harry Potter to the zoo (PS2).
He's part of Dudley's gang, and tea at his house is mentioned by Dudley as a pretense for going out at night to vandalise the neighbourhood (OP1).
