Penelope Clearwater is a girl with long, curly hair who attended Hogwarts in the same year as Percy Weasley (four years older, therefore, than the Trio). She is presumably Muggle-born or a half-blood (CS14, DH23). She was Sorted into Ravenclaw and became a Prefect. In her sixth year, she was Petrified by the Basilisk that haunted the school (CS14). She dated Percy Weasley for at least two years (CS18, PA22).

Fifth and sixth year at Hogwarts

Percy and Penelope presumably started dating in their fifth year at Hogwarts. They wrote letters to each other for the whole summer of 1992 (PA3). Back at Hogwarts, they kept their affair secret and met in lonely places all over the school. Percy's little sister Ginny caught them kissing in an empty classroom and Percy asked her not to tell anybody. When Ginny was about to confess her participation in the attacks to Harry Potter and Ron Weasley, Percy interrupted her, thinking his little sister would spread gossip about his relationship with Penelope (CS14,CS18).

On Christmas 1992, Harry Potter and Ron Weasley asked Penelope for directions to the Slytherin Common Room while they were under the effect of the Polyjuice Potion and impersonating Gregory Goyle and Vincent Crabbe, respectively. Penelope appeared insulted by the possibility of being mistaken for a Slytherin. Ron and Harry ran into Percy immediately afterward; presumably, Percy and Penelope had agreed on a secret meeting in that part of the school (CS12).

When Hermione Granger, while researching in the Hogwarts Library, figured out that the monster in the Chamber of Secrets was a Basilisk, the first person she warned was Penelope: following the Gryffindor second-year's instructions, she used a small, circular mirror before looking at a dark corner, saw the monster's gaze in the reflection and was Petrified along with Hermione (CS14, CS16). Percy was deeply affected by her Petrification (CS14). Along with the other victims, she was revived with the help of the Mandrake Restorative Draught at the end of the school year.

On the Hogwarts Express back to London, Ginny finally revealed that Penelope and Percy were dating, to the great delight of her borthers. It can be assumed that Percy had to endure a lot of teasing after this (CS18).

Seventh year at Hogwarts

In the summer of 1993, Percy accused Ron of dripping tea on his picture of Penelope. Her nose went blotchy and she hid behind her frame. On September 1, Percy looked out for his girlfriend immediately after entering Platform Nine and Three-Quarters; when he saw her, he strutted towards her showing off his Head Boy badge, causing Ginny and Harry to laugh (PA5).

Before the Quidditch match of Gryffindor against Ravenclaw in January 1995, Penelope asked Harry if she could see his Firebolt and admired the broom. She had made a bet with Percy on the outcome of the match and lost ten Galleons when Gryffindor won (PA13). She and Percy were still going out when they graduated; after Sirius Black's escape from Hogwarts, she was the only person who would listen to his boasts about the changes in Magical Law Enforcement he would propose if he should join the Ministry (PA22). However, they broke up and some point and Percy married a woman called Audrey (YITL).

Hermione and the Snatchers

When the Trio were caught by Snatchers in 1998, Hermione claimed that her name was Penelope Clearwater and that she was a half-blood. It is probable that Hermione was not stupid enough to lie about Penelope's Blood Status (DH23). The Basilisk's other human victims were all Muggle-born, but Penelope was Petrified in company of Muggle-born Hermione, so it is possible that her Petrification is not indicative of her blood status (CS14).
