Ludovic "Ludo" Bagman was a famous Quidditch player in his youth. He later became Head of the Department of Magical Games and Sports. In this position, he was one of the main organisers of the Quidditch World Cup and the Triwizard Tournament. Due to a gambling addiction, he became deeply indebted to a group of goblins and had to flee from his creditors after the end of the Tournament, abandoning his job and causing considerable damage to goblin-wizard relations (OP5).

Characteristics
Ludo is tall and powerfully built. He has round blue eyes, blond hair and the look of an "overgrown schoolboy". His nose looks squashed, presumably due to an encounter with a Bludger. He was lean and muscular in his youth but has grown a little fat since then. He has a cheerful, confident appearance and can be a little naïve and careless (GF30, GF7). He is an enthusiastic sports fan and generally well liked, but it is obvious that he lacks circumspection, foresight, skill, discipline and dedication to be a competent Head of his Department (GF5, GF7, GF8, GF9, GF16). Ludo is too fond of gambling for his own good (QA, GF7, GF37).
Quidditch career
Bagman was an extremely successful and popular Beater for the Wimbourne Wasps and the English national team (GF7).
Treason charges
Ludo was accused of passing information to Augustus Rookwood after the latter's Death Eater status was revealed by Igor Karkaroff, but the Wizengamot acquitted him of all charges when he claimed that Rookwood was an old friend of his father's and that he did not know Rookwood was a Death Eater. The fact that he was a popular Quidditch star seems to have had a great impact on his acquittal (GF30).
Quidditch World Cup
After his Quidditch career, Ludo became Head of the Ministry of Magic's Department of Magical Games and Sports, and in this capacity oversaw, along with Bartemius Crouch, Sr., the organisation of the 1994 Quidditch World Cup, hosted by England (GF5). Ludo also commentated the final match, Ireland vs. Bulgaria (GF8). Apart from this, his contributions seem to have been minimal. He let Crouch do most of the work and even failed to set an example for the dress code on the camping grounds: although Muggle clothing was required, Bagman wore Quidditch robes (GF7).
Ludo organised seats in the top box for Arthur Weasley, his children and Harry and Hermione for the final match in return for a favour Arthur had done for his brother Otto (GF5).
Triwizard Tournament
Bagman and Crouch also organised the Triwizard Tournament (GF7, GF16). Bagman was one of the judges. He showed quite obvious support for Harry, offering him help and awarding high marks repeatedly (GF20, GF24, GF26, GF28, GF31).
Gambling addiction
Ludo is a notorious gambler; his willingness to bet on anything has become proverbial (OP8, QA).
Ludo's position with the Ministry only fuelled his serious addiction to gambling—he took bets, for instance, with Fred and George for the result of the final, in the amount of thirty-seven Galleons plus a fake wand GF7). He was bankrupt after the World Cup and tried to trick his creditors by paying them with leprechaun gold (GF37). The twins therefore stalked Bagman for the entire school year, trying to get their money (GF23, GF24). Their attempts were unsuccessful (GF37).
Among Bagman's creditors was a group of goblins to whom he was heavily indebted. In a final desperate attempt to clear his debts Bagman bet the goblins heavily on the outcome of the Triwizard Tournament, hoping Harry Potter would win. This explains his repeated attempts to support Harry during the tournament (GF37).
The goblins didn't accept his argument that the boy did, indeed, win; they considered that the split victory with Cedric Diggory entitled them to receive their money. Ludo was last seen fleeing from them, and the episode earned wizardkind the mistrust of goblins in general (GF37, OP5). Ludo's whereabouts are now unknown.
