Humphrey Belcher is a wizard who had the supposedly brilliant idea to make cheese cauldrons. He was massively unsuccessful.

The tale seems to have become an expression of sorts in the wizarding world. Albus Dumbledore once said to Harry, "From hereon in, Harry, I may be as woefully wrong as Humphrey Belcher, who believed the time was ripe for a cheese cauldron." (HBP10)
