Grogan Stump (1770–1884) was a very popular Minister for Magic. He was appointed in 1811 and served until 1819 (FW).

A decree of his settled the old dispute regarding the classification of magical creatures, establishing that a being was "any creature that ha[d] sufficient intelligence to understand the laws of the magical community and to bear part of the responsibility in shaping those laws'". Stump also created the three divisions ("Beast", "Being", and "Spirit") of the Department for the Regulation and Control of Magical Creatures (FBi).
