Elphias Doge is a childhood friend of Albus Dumbledore's. He is an old member of the Order of the Phoenix. At the time of the photograph Alastor Moody showed to Harry Potter, he wore a stupid hat (OP9).
He helped retrieve Harry Potter from his aunt Petunia's house in the summer before Harry's fifth year at Hogwarts (OP3).
After Dumbledore's death, Elphias wrote a lengthy obituary for him, which got published in the Daily Prophet (DH2).
Doge attended Bill and Fleur's wedding, where he argued with Muriel Prewett about the contents of Rita Skeeter's book The Life and Lies of Albus Dumbledore (DH8). Doge seemed to almost revere Albus, believing, as Aberforth put it, that "the sun shone out of [Albus's] every orifice" (DH28).
