Dodgy Dirk is a Muggle who witnessed the Ilfracombe Incident of 1932. He was not affected by the Mass Memory Charm performed at the time and, according to Muggles Who Notice, spread around bars the tale of a 'dirty great flying lizard' that punctured his lilo (FBi).
