Character:Bulgarian Minister for Magic

The Bulgarian Minister for Magic is a wizard who attended the final match of the 1994 Quidditch World Cup. His name is unknown; Cornelius Fudge called him "Oblansk" or "Obalonsk."
Fudge spent the entire match miming things in order to communicate with the Bulgarian Minister for Magic, believing that he only spoke Bulgarian. When Harry Potter arrived at the Top Box, Fudge wearily pointed out, "Harry Potter... oh, come on, you know who he is... the boy who survived You-Know-Who... you do know who he is—" The Bulgarian Minister suddenly noticed Harry's scar and started rambling excitedly.
When Fudge introduced his Bulgarian colleague to Lucius Malfoy, he mentioned that the man did not understand a word he was saying. After the Bulgarian National Quidditch team lost the match to Ireland, the Bulgarian Minister said, "Vell, ve fought bravely." Fudge was annoyed to see that the Minister was able to speak English, but the man replied simply that it had been funny to see Fudge miming all day.
The Bulgarian team climbed to the Top Box soon afterwards; they shook hands with their Minister and with Fudge (GF8).
