Bletchley is a Ministry of Magic employee who successfully used the Meteolojinx recanto‎ to fix the windows of his office (DH13).

Arthur Weasley told this to his son Ron, disguised as Reg Cattermole with the help of Polyjuice Potion, when the Trio stole into the Ministry of Magic. Ron, who was trying to perform Reg's tasks as a Magical Maintenance employee, had so far been unable to stop the rain in Yaxley's office. He darted off quickly after receiving the new information (DH13).

It is possible that Bletchley is related to Miles Bletchley, Keeper for the Slytherin Quidditch team (PS11, OP19). The two might even be the same person if Miles, who must have graduated from Hogwarts in 1996 or 1997, started working for the Ministry after leaving school.
