Basil is the Ministry of Magic employee in charge of welcoming wizards who use Portkeys to get to the Quidditch World Cup. He probably works for the Portkey Office. When Arthur Weasley arrived with his children, Harry Potter and Hermione Granger, they saw Basil wearing a kilt and a poncho; the man directed them to their campsite (GF7).
