Magical creatures are all the creatures with magical powers or properties that populate the wizarding world. In compliance with the International Statute of Secrecy, their existence is normally hidden from Muggles; at best, they feature in Muggle myths and folklore.
Those magical creatures that have been deemed intelligent enough to deserve legal rights and a say in the shaping of laws are classified as 'beings', while the rest are considered 'beasts'. Ghosts are classified as 'spirits'.
The Department for the Regulation and Control of Magical Creatures, the second largest department at the Ministry of Magic, oversees and regulates the coexistence of all magical creatures in Britain. The department (and the whole Ministry) is controlled by humans, and many wizards harbour prejudices against non- or part-humans; other intelligent magical creatures have therefore complained or rebelled against discrimination (FBi).
At Hogwarts, the elective Care of Magical Creatures can be chosen by students starting in third year and above. Before the summer of 1993, the teacher is Professor Kettleburn, he is then replaced by Rubeus Hagrid. Wilhelmina Grubbly-Plank substitutes him when Hagrid is not able to teach (GF25, OP11).
